Site Policy and Code of Conduct

Policies and Procedures

Username policy

Website users should choose a neutral username with which they will be satisfied,  or use their own name. Usernames can be changed if necessary, but they cannot be deleted. Website users are prohibited from choosing a username which contains vulgarities or, given the international scope of the project, any other word or term in any language that would be considered inappropriate in a professional setting. The website  requires a First Name, Last Name, valid email address and password to set up an account.

Online Forum Policy

By registering and participating in discussions, you agree to the following policy:

You are responsible for your behavior and conduct. 
While the Editorial Board and Staff of the forums will attempt to remove or edit any generally objectionable material as quickly as possible where acceptable, it is impossible to review every message. Therefore you acknowledge that all posts made to these forums express the views and opinions of the author and not those of the Editorial Board or Staff (except for posts by these people) and hence will not be held liable.

You agree not to post any abusive, obscene, vulgar, slanderous, hateful, threatening, sexually-oriented or any other material that may violate any applicable laws. Doing so may lead to you being banned from the site. 

If the user continues to break policy the said user's account will be reviewed by the Editorial Board, and may be banned from the site entirely. It is at the sole discretion of the Editorial Board to change the status of or ban violating accounts. You agree that the Editorial Board have the right to remove, edit, move or close any topic or post at any time should they see fit under the guidelines specified in the Forum Code of Conduct. You agree that the Editorial Board have the right to censor any forum user, with or without warning, who is in violation of forum policy.

The Editorial Board and Staff are assigned the task of upholding the following regulations and Code of Conduct. These rules are subject to change without notice, and it is recommended that you periodically review this document from time to time in order to keep current. You, as a user of this website, maintain full liability for your actions on this website and we reserve the right to terminate your account at any time and for any reason without notice. The site has the right to take down anyone's content and account at any time.


Forum Code Of Conduct

Editorial Board

Members of the Editorial Board are expected to act as role models within the community, and a good general standard of civility, fairness, and general conduct both to site users and in content matters, is expected. When acting as Board members, they are also expected to be fair, exercise good judgment, and give explanations and be communicative as necessary.


The Editorial Board provides a service to keep the forum running efficiently. They will occasionally ask for input and feedback from users, but in some cases they will not, and their decisions are to be respected. The Editorial Board moderates content in forum posts where they see necessary to uphold forum conduct rules or to correct mistakes, and try our best to maintain the original purpose and meaning of the post. The Editorial Board encourages upholding "The Golden Rule" whereby everyone is treated with respect and enjoys their time on the site and being part of our community. We encourage and promote discussion that is insightful, solution-oriented, open, honest, factual, and constructive.


Mild profanity is allowed in the context of general speech. As an example: a student posting that something is "kick-ass" should be acceptable within reason given the audience. Explicit profanity/swearing as well as vulgar language is not allowed, and under no circumstances will the Editorial Board allow any profanity to be directed toward another person. Do not write posts in all uppercase letters, as it looks as if you are screaming at the people reading your post. Typos and other errors can cause miscommunication between users on the forums, please preview your text before posting. Please keep in mind that as this project is international in scope, there will be some members whose first language is not English or French; consideration should be given as to the clarity of the language used in posts.

Adult Content/Violence/Illegal Activity/Images:

Pornographic images, or images containing illegal, inappropriate or images that are otherwise not consistent with the overall goals of the site are not permitted under any circumstances. Messages containing sexually oriented/violent/illegal dialog, images, content, or links to such will be deleted. Messages with links to or suggesting illegal activity will also be deleted

Bashing, Flaming And Condescending Messages:

Bashing and Flaming refers to purposeful instigation of content for the purpose of harrassment and is strictly forbidden on this site. Messages personally attacking, calling names, or otherwise harassing or being condescending to another forum member or any ethnic or religious group will be removed. Messages containing embarrassing, confrontational, objectionable, libel, slander, vilification, defamation, and/or smear campaigns will also be removed and/or subject to moderation. Also, posting information that is known to be false is prohibited and will be subject for moderation.

Spamming & Advertising:

Spamming or posting solicitous content is strictly forbidden anywhere on the site. If a thread is spam it will be removed. Advertising or posting in the forums with the blatant intent to promote other website(s), services, or products is strictly prohibited. Links in posts which are not relevant to the topic, or found to be 'spamming' or 'advertising' will be removed and the author of the post warned and/or banned, at the discretion of the Editorial Board.

Multiple Accounts

Do not use multiple accounts to create the illusion of greater support for an issue, to mislead others, or to circumvent a block. Do not ask your friends to create accounts to support you or anyone.

Thread Drifting/Steering:

Please keep discussions on topic. It is crucial to keep content clear and concise. It is recommended that if you have a different or similar topic that you would like to raise, a new thread is started (one may link to that thread from the old one to direct users who would like to discuss your new topic).

Posting Private Conversations:

It is unacceptable and totally inappropriate to post a private message (PM) exchange between two people. Posting private messages without the permission of the author is almost universally considered extremely poor etiquette. Flagrant abuses of this policy could lead to a ban from the site. Members are encouraged to directly email other members for private discussions.


Remember that these forums are inclusive of ALL people, and we strive to maintain accessibility to everyone. Discriminatory language of any type is not tolerated on this site and may result in a permanent forum ban.

Code of Conduct for Editable Content ("Wikis")


Intentional or unintentional rudeness or insensitivity can distract from and interfere with the purpose of the Site. Dispute resolution forums will be made available when civil, reasoned discussion breaks down. Consensus is our only tool for resolving content disputes, and our main tool for resolving all other disputes.

Editing policy

Improve pages wherever you can and have appropriate permissions to do so. It is advisable to explain major changes. If someone challenges your edits, discuss it with them and seek a compromise, or seek dispute resolution. Although you retain some rights under the website's copyright provisions, pages that you create and edit belong to the community. Other members are able to edit "your" material.

No personal attacks

Do not make personal attacks anywhere on the site. Comment on the content, not on the contributor. Do not stop other editors from enjoying the website by making threats, nitpicking good-faith edits to different articles, repeated annoying and unwanted contacts, repeated personal attacks or posting personal information. Personal attacks damage the community and deter participation.

Enforcement of Website Policy and Code of Conduct

Banning policy

Extremely disruptive individuals may be banned from the website. Please respect these bans. Bans can be appealed through the Editorial Board and the Core Team. 

Blocking policy

Disruptive individuals can be blocked from editing or participating on the site.

Page and Interactive Area protection policy

Vandalism of any kind on the site is strictly prohibited. Pages can be protected against vandals or during fierce content disputes. Protected pages can, but in general should not, be edited by members of the Editorial Board. In addition, pages undergoing frequent vandalism can be semi-protected to block edits by very new or unregistered editors. Disruptive behavior should be reported to Staff.

Content Guidelines

Article titles

The ideal title for an article is recognizable to English speakers, easy to search, precise, concise, and consistent with other titles.

Copyright violations

Do not add content if you think that doing so may be a copyright violation. Contributors should take steps to remove any copyright violations that they find.

Appropriate tone

Everything that our readers can see, including templates, categories and portals, should be written from a measured and appropriate tone.


Articles should cite sources whenever possible. While we cannot check the accuracy of cited sources, we can check whether they have been published by a reputable publication and whether independent sources have supported them on review. Any unsourced material may be challenged and removed. Articles about living persons, which require a degree of sensitivity, must adhere strictly to content policies. Be very firm about high-quality references, particularly about details of personal lives.


Your privacy is important to us. We are committed to respecting your privacy through the protection of your personal information.

We only collect personally identifying information (for example, user name, e-mail address, etc.) about registered users when knowingly provided by them. 


Personally identifiable information of users will not be sold or otherwise transferred to unaffiliated third parties without the User's prior consent. However, we may use registration or other information to guide development of new features and services relevant to Site Users or for purposes of data collection and analysis. 


We use encryption to ensure the integrity and privacy of the personal information you pass to us via the Internet during registration.

Use of Cookies.

Cookies are small text files a website can use to recognize repeat users and ease the ongoing access to and use of the website. They do not come onto a user's system nor do they pose a threat to a user's files. Please note that cookies may be necessary to provide the User with certain features (for example, customized delivery of information) available on the site.

Opt-Out Options.

We give Users options wherever necessary and practical. Such choices include:

Opting not to provide certain personal information when registering.

Opting not to participate in Interactive Areas.

You do not need to give personal information to receive information from this site - however some access is limited to registered users in the Reviewer or Author membership categories.

User Submissions

Any information such as remarks, suggestions, questions, correspondence, comments, creative ideas, graphics, or other information communicated to the CBRNE through this Site shall be treated as non-confidential. You agree that you will not upload or transmit any submission that infringes any patent, trademark, trade secret, copyright or other proprietary rights of any party.

Use of Interactive Areas

If you use the Site's interactive areas, you are solely responsible for your own communications and the consequences of submitting those communications. CBRNE does not assume any responsibility for the consequences of any Interactive Area communications on or arising from use of the site.


Content Use:

Permission is granted for you to temporarily view, copy, print or download a single copy of the materials on this Site solely for your personal, non-commercial use.

The contents of the Site include but are not limited to text, graphics, images, logos, buttons, proprietary software icons, compilations (meaning the collection, arrangement and assembly), reading lists, libraries, updates, news, glossary, reviews, health tips, opinions, and other material including any modifications thereto ("Content"), are protected by copyright laws, including the Copyright Act  ( .

The Editorial Board will constantly be making changes to the Content contained on this Site in light of new information to serve you better.

Content is subject to change without notice at the sole discretion of the Editorial Board. If you violate any of these policies, your permission to use the Content automatically terminates and you must immediately destroy any copies you have made of any portion of the Content.

Editorial Board

The Editorial Board has the right to establish or change policies and procedures that ensure the consistent and fair administration of the website. This includes but is not limited to policies on membership and the removal or banning of individuals from the website, including revocation of access rights as a disciplinary action as a result of violations of the Code of Conduct (see above).

Dispute Resolution

Should a dispute arise during the assembly and/or selection of content for the Project website, or during the administration of any other functions of the website, resolution will first be attempted by the Editorial Board. In the event that a proposed resolution of the dispute by the Editorial Board is considered unacceptable, the dispute will be brought before the Core Team for resolution. The decision of the Core Team shall be considered final.

Should a dispute arise due to the administration of disciplinary action as a result of the violation of the Code of Conduct, the person or persons subject to the disciplinary action may request review of the action taken. If upon review the decision is upheld, the decision of the Editorial Board is considered final.

A forum shall be maintained for discussion of disputes among members. This forum will be moderated by the Editorial Board.




Online Technologies, Social Media, and the CBRNEcc

Our Goals

Our goals in making better use of new online communication tools (e.g., Web 2.0 technologies, social media, or social networking sites) are:

  • Expand our membership
  • Better communicate with existing members and target audiences
  • Strengthen our relationships with our members
  • Fulfill our mission to provide an interactive online learning community.

Our Online Communications Model

Increasingly, more Canadians, as well as people around the globe, are not only consumers of information on the Web, but are actively participating in online conversations and creating content. It is important that we integrate social networks and other online technologies into the CBRNEcc’s communications work.

In addition to pushing out CBRNEcc’s core messages and actions, we will seek to engage various audiences by facilitating conversation, awareness, and action about hunger.

This Policy is intended to provide guidelines for individual members of the CBRNEcc who wish to participate in social media outside the parameters of our own web presence. Policies related to internal or on-site communications or interactions are covered under the Website Policy and Code of Conduct (LINKS)

Our Principles

As an organization, we will:

Establish a CBRNEcc presence wherever target audiences or constituencies already congregate online. CBRNEcc’s Editorial Board will maintain CBRNEcc’s official sites in social media networks and other online platforms. We will actively invite and/or engage our constituents on these platforms if they are not already engaged through other means or if these new platforms will enhance our interaction with them. In most instances, we will sign up for all social networking sites, regardless of whether we will use them at all, so we can preserve our name in these sites.


Ensure that once we establish our presence in a social media site, it will be updated regularly according to the conventions of each site. In many cases, we will appoint a site manager and/or team that will coordinate with other CBRNEcc staff in creating its content. As is the policy, ultimate responsibility for all of CBRNEcc’s editorial content in all media platforms rests with the director of communications.


Be flexible as we encourage experimentation and testing of new social media tools and functionalities not currently used by CBRNEcc. Social media tools are new and developing rapidly. If no policies cover future technologies, we will be practical and flexible in dealing with them using whatever resources we have. However, we will adopt only those tools and platforms that will help us advance our mission.


Encourage CBRNEcc staff and supporters to use social media and Web 2.0 tools. The essence of an online community is that it exists so we can support others and they, in turn, can support us. The more people we have Tweeting or talking online about the project, the more people we can engage. But while we encourage CBRNEcc staff to use these new tools, their social media sites shall be personal sites.


Endeavor to ensure consistency of messages and actions across all media platforms. We will ensure that the essence of CBRNEcc’s messages remains true to our current advocacy priorities and mission, no matter what media is used. We will also encourage the voices of owners of personal social media sites to enhance messages and actions being promoted by CBRNEcc.


Adhere to CBRNEcc’s policies, including those covering privacy and confidential information.


Identify ourselves clearly in what we write and what we post. When acting as a CBRNEcc staff member, we will always identify ourselves as such in responding to posts, blogs, or other social media. We shall not engage in arguments or “flame wars,” but in civil discourse. The expectation for behavior on social media sites is the same as that for the CBRNEcc website and forums, as described in the Code of Conduct.


Respect copyright rules. We will properly cite our sources, and post only items that are covered by fair use or published under Creative Commons. Otherwise, we will seek permission first.

As individuals, we will:

Be responsible for what we write and what we post. Our use of social media sites is governed by our goals – and by good judgment and common sense. In general, we will tell our stories responsibly and not write or post anything that would embarrass our families, or reflect badly on CBRNEcc.

Our Process

Where CBRNEcc does not have an online presence and feels that it requires one, CBRNEcc’s Editorial Board will recommend a site manager and/or team, as the case may be, to establish such a presence. Site managers and/or teams can come from any CBRNEcc department but shall always coordinate its work with the Editorial Board.

The site managers and/or teams will administer these sites on a regular basis and will ensure that these are updated. These sites will be administered consistent with the CBRNEcc website.

To ensure continuity, the communications department will maintain a central directory of all log-in information and passwords for CBRNEcc’s presence in online platforms and social media sites. This will include all global sites, regional sites, and micro-sites that are created by CBRNEcc staff in their official capacity.

In case of conflicts, the Editorial Board shall be the forum for resolving them. The Board shall also conduct a regular review of these social media sites. Sites may be closed if they no longer serve the purpose they were created for.

Policy Revision

This Social Media Policy is subject to review, revision and amendment at any time by the Editorial Board and/or the Director of Communications.




Content submission policy

I understand that all content (photos, video, messages or any other submitted materials) that I submit (including through submission of a URL link to a video on a separate website) to the CBRNE Collaborative shall be subject to and shall comply with the following:

The content I am submitting is Appropriate Content in accordance with the following standards. Appropriate Content is content that:

Contains no statements about elections, candidates or voting.

Does not violate any other person's copyrights, privacy rights, trademarks, trade secrets, or rights in other confidential information.

Is not libellous, defamatory, obscene or profane.

Is not intended to threaten the safety of others and does not have the effect of causing a reasonable person to perceive a threat to his or her safety.

Contains no "viruses," "worms," "Trojan horse" or any other contaminating or destructive features, or features designed to interfere with or disrupt the normal flow or use of this website.

I am at least 18 years old. I agree that by submitting this content, I am granting the CBRNE Collaborative an unconditional, irrevocable, royalty-free license to use any content that I submit in any way that is useful to the Collaborative. This includes the right to assign, edit, modify, or dispose of the photo, video, messages or other content and to use it or them in promotional materials of the CBRNE Collaborative and its affiliates, including on this website or any of its other websites, or in print, video, and all other forms of media.

The CBRNE Collaborative does not have to give me credit for this content when it is used in any way by the Collaborative; however, the CBRNE Collaborative shall, at its option, have the right to use my name in connection with any content that I submit. 

Neither I nor the person who took this photo or video or wrote any messages will receive any compensation for any use or uses of this content by the CBRNE Collaborative, its affiliates, or assignees.

The CBRNE Collaborative, at its option, may choose not to use or display any submitted content and may remove any content from this website after display on this website.

Under no circumstances shall The CBRNE Collaborative be required to return any of the content that I submit.
